Will this solve my rear hatch locking/unlocking issues?

Gents:

I finally got my rear hatch to open today using the handle.
If I disconnect the actuator with the lock in the open position, won't that prevent the valet from ever being engaged and won't that prevent whatever is making the hatch lock inoperative from happening?
Yeah, I know the doors will be locked and hatch will not be, but I'd rather not have to remove the trim panel to open the hatch. The emergency lever wouldn't even open the hatch.

Right now the handle is working perfectly I want to keep it that way.

It's all rusty inside and that is the problem.

You need a new latch, they get rusty and any magic lubricants are only going to work for a brief time. It's $30, easy enough to install though be careful with the plastic hatch trim as it is very brittle and tabs may break. I did the last couple by loosening (not removing) the hatch trim.  Part #62150AA211

The handle is fine.
The latch mechanism appears fine.
There is not crazy stupid rust in the handle area.

The only thing that is off is the cable. The original broke and someone rigged up a replacement.

Still: No one has answered the question: If I disconnect the actuator in the open position, will that enable the hatch to keep working as it is? I don't want to trigger any error codes from a malfunctioning lock.

If it is the cable I would see if you can take it to a bike shop or DIY with some bicycle-style brake cable. I have done this in the past on my dad's van because the cable disintegrated and the OEM cable was much lower quality than the replacement. I would image Subaru's are similar, maybe different cable heads.
